 | Supervisors determine an engineer is needed for DD#230 repairs

September 11, 2008 - Following a public hearing Monday, the Wright County Board of Supervisors determined that an engineer would need to be hired for any further repair work on DD#230 which is south of the DeCoster office building on Highway 69 down to the intersection with county road C-54.
Larry Maasdam, who has already been doing some repair work on the ditch, was present for the meeting to give his report. "The ditch doesn't have a lot of fall," said Maasdam. "We have taken out about four to five feet of silt so far. We've spent the $20,000 limit, but the culvert one-half mile up is right to the top. To finish it, we need to do that also."
Maasdam told the Board that he is looking at a total rough estimate of $35,000 for the entire project. In a conference call with drainage attorney Bob Brinton, the Board was informed that the law states an engineer's report and public hearing is needed for that amount. After a brief discussion, the Board appointed McClure Engineering and will have them set the hearing date at their earliest convenience.
County Engineer Dan Waid, along with Assistant Engineer Adam Clemons, covered a range of topics during their weekly visit with the Board.
Waid shared a list of upcoming projects and their letting dates, which includes one large resurfacing project and five other bridge/culvert projects. Engineer's cost estimates were also included.
The resurfacing of 14.68 miles of C-70, from Woolstock to county road R-75, will have a December bid-letting. It will be a cold in-place recycling project, and is eligible for S.T.P. funds (federal) of $900,000 to help cover the over $2 million dollar projected cost.
Waid is hoping to tie some of the bridge or culvert projects together for more favorable bids. All of them will have bids opened in February of next year.
Two projects, in Section 28 of Troy Township and Section 35 of Vernon Township, are eligible for 80 percent federal funding. The project in Troy will be a single cell box culvert, but the location in Vernon will possibly require a twin cell box culvert. The latter project could be shared with Hamilton County. Another single cell box culvert is planned for Section 36 of Lincoln Township, with that being done with local funds.
The last one will also be a locally funded bridge, going into Section 28 of Troy Township. That will require up to a 32 foot bridge, with Waid stating that an Oden bridge would be used there. "That's a company that does prefab bridges, with the components just delivered on site and put in place," said Waid.
He also showed them preliminary estimates for the possible Three Rivers Trail project involving surfacing the gravel road and placing bike paths on each side. While the grant money the City of Eagle Grove has received will take care of the trail portion, the roadway itself will be up to the county.
Waid wants to put down a macadam base, followed by choke stone and a three inch asphalt mat. "You need a good, solid base that's drainable," said Waid. There is also concern that the time to use the grant is fast running out, but if the project is moving forward that they should be able to still receive the funding. "We need to discuss the time frame with them again, in light of this new option," said Waid. He will keep the Board posted.
He was also asked by a Board member about the availability of adequate salt for the upcoming winter, in reference to a recent article in a state newspaper. "The salt supply will be very limited for everyone," said Waid. "We think we have a commitment for an adequate supply." He told the Board that the county's salt supply comes by rail from a mine in Kansas.
In other action the Board:
-appointed Del Kramersmeier to the Board of Health Advisory Board;
-approved and signed a $30 abatement order.
