County Engineer Waid reports that damage assessment will continue

June 26, 2008 - Now that Wright County has received a federal disaster declaration through FEMA, the Secondary Roads department will continue to keep track of their expenses to bring the roads back to normal. County Engineer Dan Waid gave the Board of Supervisors that information along with an update on the current situation across the county as of this past Monday.

"Our motorgrader operators are documenting all the sites of damage, along with time and material used," said Waid. "They have been very good about relaying that information back to the office."

Most of the roads in the county have reopened but there are still a couple of trouble spots remaining. A bridge on Calhoun Avenue in Boone Township will remain closed pending an inspection of the structure. "The water has eroded the area around the pilings and the weight bearing capacity of the bridge needs to be determined before traffic is allowed back on it," said Waid. Also remaining closed between Lee and Keokuk Avenue is 320th Street.

Waid stated that his office is also putting priority on 13 other structures across the county to determine any scouring damage that may have occurred. "We will also look at other areas that saw high water," said Waid. "There might not be any issues with those, but we want to be sure." He explained that a consultant might be called in on some of these and that it might take two or three weeks to complete all of the work.

The insurance committee for Wright County met with the Board to present their premium for renewal of coverage. The $241,818.14 premium amount for FY08-09 represents an increase over the current year. The Board voted to increase the electronic security protection to $100,000. The renewal rate was approved.

Some discussion was held on the new smoke-free legislation which goes into effect July 1 and how it will affect Wright County property. On a 4-1 vote, with Supervisor Stan Watne voting no, the Board approved allowing use of the Courthouse parking lot for smoking. For other county buildings, such as the Annex or Sheriff's office, it will be the decision of the department heads in those buildings. "I just wanted this to be more standardized," said Watne in explaining his vote.

In other action the Board:

-reviewed and approved the employment agreement for County Sanitarian Earl Kalkwarf, who is shared with Franklin County. He serves 20 hours per week in Franklin, and 15 hours in Wright, and will receive a 3.75 percent increase in his Wright County salary;

-approved abatement orders 1003 and 1004, for a total of $249.64, on drainage assessments from the USDA;

-adopted Resolution 2008-07 to cancel outstanding warrants as per the Iowa Code 331.554 (7);

-adopted Resolution 2008-10 on appropriations of moneys for FY08-09 for all departments;

-adopted Resolution 2008-11 for interfund operating transfers;

-adopted Resolution 2008-12 on appropriating funds for Case Management and Mental Health;

-discussed the Occupational Health Program and how Wright County employees can utilize Wright Medical Center;

-approved fireworks permits for the following: Mike Packard of Renwick, Melody Erickson of Eagle Grove, Ev Keller of Clarion, Jayne Kuhn of Clarion and Ken Umthun (on behalf of Umthun family) of Eagle Grove.
